Distance equals rate times time, so time equals distance divided by rate, and rate equals distance divided by time.

Step 1: The opponent is displaced from the starting line 8.3 meters per second times 0.3 seconds before the second runner starts.

Step 2: The second runner takes the displacement distance (the result of step 1 above) divided by the difference in the two runners rates to catch up.

Step 3: The distance traveled by either runner when the second runner catches up is equal to the second runner's rate times the time result of step 2, or the opponent's rate times the quantity of the time result of step 2 plus the head start time.
