Let s = the speed of the boat
Let c = the speed of the current
Downstream: s + c = 9
Upstream: s - c = 1
Subtract the 2nd from the 1st:
2c = 8
c = 4
The speed of the current = 4 km/h
If no current, s = 9 - 4 = 5 km/h
