45 minutes already past ~> 45/60 = 3/4 of an hour ~> (3/4)*3 = 9/4 = 2.25 miles already past by the walker
f(x) = 3x + 2.25 for the walker
f(x) = 8x for the runner
When the equations are equal, they will meet at that time.
3x + 2.25 = 8x
2.25 = 5x
9/20 = x
(9/20)(60) = 27 minutes until they meet
10:12 A.M.
