We are dealing with km/hr, therefore:
Change 15 min to .25 hrs
Change 500 m to .5 km
:
Let t = travel time for Steve to catch up with Jim
then
(t+.25) = travel time of Jim, when he is caught

Write a distance equation; dist = speed * time
:
S's dist = J's dist + .5 km
17t = 14(t+.25) + .5
17t = 14t + 3.5 + .5
17t - 14t = .5 + 3.5
3t = 4

t = 1 hr or 1 hr 20 min for Steve to catch Jim
