Let x represent his speed on the freeway & his speed off freeway be(x-20mph)

 Question states*** reduced speed to (x-20)mph when off the freeway for last 3hrs

 3x + 3(x-20mph) = 324

     6x = 384

      x =64mph, freeway speed
