Let the woman walk at x km/minute
Then the man walks at 2x km/minute

The closing speed is x+2x = 3x km/min

Equation:
rate*time = distance
(3x)(10) = 1 km
30x = 1 km
x = (1/30) km per min (speed of the woman)
2x = 2/30 = 1/14 km per min (speed of the man)
