r*t =d (rate*time = distance)

The question states the following to be true:

(r-c)4hr = 16mi Upstream r = 4 + c
and
(r+c)2hr = 16mi Downstream
.
Substitute
((4+c)+ c)*2 = 16
Solve:
((4+c)+ c) = 8
2c + 4 = 8
2*c = 4

(6-2) *4 = 16
(6+2) *2 = 16
