I'm guessing a little, but I believe the wind is OUT OF
the ESE direction, so the train from Chicago will have a tailwind
(helping), and the train from LA will have a headwind (slowing it)
So, the train from Chicago should use less fuel.
(assuming they both have the same, or nearly the same, fuel efficiency)

Wind has a neglible effect on the fuel consumption of trains.
I doubt wind effects can be measured.
