B+2 = C < D < A

So A had to be the most, or 25.  That's the answer.
D had to be next to the most, or 23.
C had to be next to least, or 18.
B had to be the least, or 16.

So

Ann worked out 25 minutes
Bob worked out 16 minutes
Cal workes out 18 minutes
Don worked out 23 minutes
