time = 2/3 hr ; rate = 2x km/h ; distance = rt = (2/3)(2x) = (4/3)x km

Pete DATA:
time = 2/3 hr ; rate = x km/h ; distance = rt = (2/3)x km

Equation:
distance + distance = 16 km
(4/3)x + (2/3)x = 16
2x = 16
x = 8 km/h (Pete's rate)

2x = 16 km/h (Joe's rate)
