This is not a reasonable question for several reasons.
Drag due to wind is not a linear function, it's cubic.
There is no reason to assume Judy doesn't use more power against the wind than with it, or vice versa.
Bicycles travel on the ground, not in the air. This could apply to an airplane, but not a bicycle.
