The jet is going 1800 miles/hr. You want to know how much time it takes to go 15 miles.
Looking at the units, you can see that you need to divide 15 by 1800 to end up with hours.

15/1800 = 0.008333 hr
.
Since 1 hr = 60 minutes, we can multiply by 60 to get how many minutes to fly 15 miles.

0.4999 min (or about 1/2 min)
.
Multiplying by 60 seconds, we will get how many seconds to fly 15 miles.
.
29.9999 seconds (or about 1/2 min).
