The average speed of the passenger train to the freight train is in the ratio 3:2 which means the times taken by the trains is in the ratio 2:3 since the distance is the same. (Distance = Speed times Time).

2:3 differs by 1, 4:6 is the same ratio but differs by 2.

In order to make the times in the ratio 2:3 differ by 2 hours the times taken must be 4 hours and 6 hours.

Therefore the distance from Central City to Clear Creek is 4 hours x 96 km/h for the passenger train = 6 hours x 64 km/h for the freight train = 384 km.
