distance = x miles ; rate = 71 mph ; time = d/r = x/71 hrs
---------------------
Truck DATA:
distance = x miles ; rate = 60 mph ; time = x/60 hrs

EQUATION:
truck time - car time = 13 min = (13/60) hrs.
----------------------------------------------
x/60 - x/71 = 13/60
Multiply thru by 71*60:
71x - 60x = 71*13
11x = 71*13
x = 83.91 miles (distance required for the car to catch the truck)
