Every hour he is moving ahead by 60/20 = 3 miles ==> 3mph
17-3 =14 m/h is Mae's speed

r is the rate
t is the time
d is the distance.
for homer:
17 * 20 = d + 60
for mae:
r * 20 = d
solve for d in homer equation to get d = 17 * 20 - 60 = 280.
solve for r in mae equation to get r * 20 = 280 resulting in r = 14.
mae was driving at 14 miles per hour should be your solution.
confirm by replacing r with 14 in mae's equation and by replacing d with 280 in both equations to get:
17 * 20 = 280 + 60 resulting in 340 = 340 in homer equation.
14 * 20 = 280 resulting in 280 = 280 in mae eqution.

Hence, Mae's average rate was   = 14 miles per hour.    ANSWER
