x = number of cars
4x = number of wheels used on x number of cars

For instance, if x = 3 cars are built then he needs 4x = 4*3 = 12 wheels.

He starts off with 85 wheels. Building x cars needs 4x wheels, so he'll have 85-4x wheels left over.

This leftover amount must be 40 or larger (or else he'll place an order to get more wheels).

Therefore, we form the inequality which is the final answer.
