Let s = speed of the boat in still water
let c = the rate of the current
then
(s+c) = speed downstream
and
(s-c) = speed upstream

Write a two dist equations, dist = time * speed
(s+c) = 11
(s-c) = 11
:
s + c = 11 *
s + c = 17
and
s - c = 11 *
s - c = 15
Use elimination
s + c = 17
s - c = 15
-------------addition eliminates c, find s
2s + 0 = 32
s = 32/2
s = 16 mph is the boat speed in still water
