Speed with the wind (plane speed plus wind speed): 3200/4 = 800km/h
Speed against the wind (plane speed minus wind speed): 3200/(5 1/3) = 600km/h
You could use formal algebra to solve for the speed of the plane and the speed of the wind. I'll leave that to you, if that's the way you want to go (or have to go).
