Khang and Hector live 30.6 miles apart in southeastern Missouri. They decide to bicycle towards each other and meet somewhere in between. Hector's rate of speed is 70% of Khang's. They start out at the same time and meet 3 hours later. Find Hector's rate of speed.
The other person's claim that Hector's rate/speed is  is WRONG!! It's actually LESS!!
The presentation of this problem, in English, is very poor, so I made quite a few changes!
I really don't believe that itw's presented to you the way you presented it here!

Let x be the Khang' speed, in miles per hour.

Then the Hector' speed is 0.7x miles per hour.


The basic equation is

    3x + 3*0.7x = 30.6  miles.


Simplify and solve it

    3x + 2.1x   = 30.6

    5.1x        = 30.6

       x        =  = 6.


ANSWER.  Khang' speed is 6 mph;  Hector' speed is  0.7*6 = 4.2 mph.
