190 miles per hour.
Let the wind-speed be W

Then we get the following TIME equation:

11(190 - W) = 9(190 + W) ------ Cross-multiplying

11(190) - 11W = 9(190) + 9W

11(190) - 9(190) = 9W + 11W

2(190) = 20W
