The way the question is worded, it is obvious that one of the given functions will not get the team to the required height of 150 feet while the other one will. In that case it is obvious, without doing any calculations, that team D will be able to clear the net while team J will not.

So the obvious answer is that team D will win the race.

Note that the given functions do not show trajectories; they only show height as a function of time. So team D will clear the net, and thus win the race, only if they start a distance away from the net that is appropriate for their horizontal velocity.
