Let "t" be the time after Jeff left the park.


The the time after Cody left the park is (t+2) hours.


Jeff traveled the distance of 18*t miles.

Cody traveled 12*(t+2) miles.


At the moment Jeff catches up with Cody, they cover the same distance.

It gives you an equation


    18t = 12(t+2).


    18t = 12t + 24,

    18t - 12t = 24

     6t = 24

      t = 24/6 = 4 hours.


Answer.  4 hours.
