Add the two speeds:

    one is 1/8 mile in 1.5 minutes = 1 miles in 12 minutes = 5 miles in 1 hour


    and the other speed is  300 ft/min = 300*60 ft/hour =  = 3.4 miles per hour

and you will get the total speed of 8.4 miles per hour.
