Larger. For the hole to remain the same size as metal around it is expanding, the metal would have to contract and increase its density, which it can't do.
Cut a square hole in the center of a 3 x 3 set of squares. Heat makes everything expand, which means the center will have to expand, too.

It depends on boundary condition at the outer boundary.

If the boundary condition there is the absence of radial stress (as it is usually supposed to be when someone answers this question),
then the hole will get larger.


If, on contrary, the outer boundary displacements are constrained to be equal to zero (for example), then the hole will get smaller.
