Let "u" be the speed under the question (the speed to get the town on time).


Then the condition says 


 -  = 1,    (it is your time equation,
                 which is a literal translation of the condition).


From the equation, after multiplying both sides by (u*k), you have


3k - 3u = uk,

3k = uk + 3u  ====>  u*(k+3) = 3k  ====>  u =  miles per hour.


Answer.  The speed under the question (the speed to get the town on time) is   miles per hour.

The way I read it, " on time if the town was 3 mi
further away " means the same " on time " for the miles away
