Perimeter = 2*(150+60) = 420 m.


1-st cyclist at the rate of 21 m/min covers the perimeter in  = 20 minutes.


2-nd cyclist at the rate of 28 m/min covers the perimeter in  = 15 minutes.


The time under question is 1 hour = 60 minutes = Least Common Multiple (LCM) of the numbers 20 and 15.


1-st cyclist will cover the perimeter thrice.


2-nd cyclist will do it 4 times.

Answer. 60 minutes, or 1 hour.
