 Because the odometer will only show increasing numbers, plus we need the number to end with 8, we know the number will have the form: 8xxx8.  Now 3 is the next inner number since 82928 will roll over to 83xxx, so we have 83x38.  Finally, making the middle number 0 minimizes the number of km needed: 83038.
So to get to the next palindromic number, which is 83038, one would need to drive  83038km - 82928km = .
