rate = x+2 mph ; distance = 18 miles ; time = d/r = 18/(x+2) hrs

rate = x mph ; distance = 12 miles ; time = d/r = 12/x hrs

18/(x+2) = 12/x

18x = 12x + 24
6x = 24
x = 4 mph (slower runner rate)
