Hi there,
8 tons of fuel per hour at 15knots
(8/15) tons of fuel per hour at 1 knot
(8/15 x 18) tons of fuel per hour at 18 knots.
= 9.6 tons of fuel per hour at 18 knots.
Hope this helps :-)

No relation between fuel consumption and speed is given.
There's no reason to assume it's linear.
