Why would there be a difference?
It's called the "relative wind." For a ground vehicle, it's the vector sum of the windspeed (wrt the Earth) and the vehicle speed (wrt the Earth).
If the windspeed is zero, the direction of the vector is not relevant.

What is the relation between windspeed and bike speed?
The windspeed is not linearly related to bike speed. A 10 mi/hr crosswind when biking at 10 mi/hr does not cause a 45 deg change in direction.
