Not enough information. You need to know the capacity of each bottle. You probably have two gallons of material. This together will be too much less than 9 gallons.

Think about the description logically. Nine liter radiator capacity, two "bottles" of ingredient materials, and you are not given the capacity of the bottles. What is the capacity of each bottle? Must a student guess at the size, maybe one gallon each? Will 2 gallons of material be enough to fill the nine-gallon radiator?
