So it's either

--2.-, --4.-, --6.-, or --8.-

...which is four time bigger than my hundreds place.
So it's either 

 1-4.-, or 2-8.-

The tens place digit is the average of the two other numbers.
So the tenths digit must be divisible by 3, since to 
find the average of 3 numbers we must be able to divide by 3.
So 

So it's either

1-4.4 or 2-8.1

My tenths place is one more than my tens place digit.
So it's either

134.4 or 203.1

But we go back to

The tens place digit is the average of the two other numbers.
0 is not the average 2,3, and 1 but 3 is the average of 1,4, and 4
