Add +3 to both sides:
0.4m - 3 + 3 = -1 + 3
0.4m = 2
Next divide both sides by 0.4
Move the decimal in the denominator one place to the right by multiplying numerator and denominator by 10. In other words, move the decimal in NUMERATOR and DENOMINATOR one place to the right.
