The units digit of a two digit number is 3 more than the tens digit. 
In place of those red words, write simply u.

u is 3 more than the tens digit.
In place of those red words, write simply t.

u is 3 more than t.
In place of those red words, write t+3, because to get 3 more than 
something you add 3 to it.

That's the first equation.  Now we get the second equation:

the sum of the digits is 16 less than one-half the number
Replace those red words by t+u

t+u is 16 less than one-half the number
