unless there's something i'm missing, this simply requires you to use your calculator to find the square root.
the square root that is an integer tells you which one of these is the perfect square.
that woulc be selection c because the square root of 28561 = the integer of 169.
all the others have a square root that is not an integer.
that makes them not a perfect square.
a perfect square is a number that has an integer as a square root.
you can use the square root key on your calculator, or you can raise each of these number to the power of (1/2) which is the same as taking their square root.
sqrt(28561) = 28561^(1/2) = 169
