By a computer program, I did an exhaustive search of all
possibilities. The computer program showed that there is
no way to get exactly 24 by adding, subtracting, multiplying
and dividing those four number. The closest the computer
found was:
1/3+4x6 = 24.333333333 which rounds to 24.
