I think the answer is 3,000 people would prefer a television set. Can someone tell me if that is the right answer?

You got the right answer because when we put it in an equation it would look like this:
*5000= 3*1000= 3,000
So 3,000 out of every 5,000 people prefer television sets and
2,000 out of every 5,000 people prefer a stereo system.
