I've tried to represent the values of the Units and The Tens digits, I just can't seem to get it, please I need assistance. Thank you.

81 is the answer. It is determined by trial and error.
The number must be a multiple of 9 (Given). So try 9, 18, 27, 36, 45, 54, 63, 72, 81, 90, 99.
The one that works is 81.
