Let x,y be the two numbers
then
x + y = 28
x - y = 13
.
Add the two equations together:
x + y = 28
x - y = 13
-----------
2x = 41
x = 41/2
x = 20.5
.
plug above into:
x + y = 28
x + 20.5 = 28
x = 7.5
.
Answer: the two numbers are 20.5 and 7.5

If you want to find 2 numbers with a sum of 28 and difference 13:
x+y = 28
x-y = 13
then
2x = 41
x = 20.5 and y = 7.5

a+b=28
a-b=13 by simultaneously
