The first odd number less than 115 is 113. The sum of the digits of 113 is 5 -- one too many. If we take a digit one away from 113, replacing it with a 0, then the sum of the digits would be 4. We can't take away the 100s digit because then the number would be 013 which is to say 13 and no longer a three digit number. So you have to take away the 10's digit. 103. Three digits, digit sum is 4, number is less than 115. Et Voila!
