My hundreds and units digits are the fourth prime number.
The two digit number formed by my thousands and tens digits is equal to x in x divided by 2 equals 3 squared.
The sum of all my digits is equal to 5 squared minus 2.
What year am I?
It's a 4-digit number so we start out with 4 blanks for the digits
to be filled in:

_ _ _ _

My hundreds and units digits are the fourth prime number.
The first four prime numbers are 2,3,5,7, so the second
and fourth digits are 7s

_ 7 _ 7

The two digit number formed by my thousands and tens digits is equal to x in x divided by 2 equals 3 squared.
So we have to solve:

Multiply both sides by 2

So we fill in the 1 and the 8

1 7 8 7

The sum of all my digits is equal to 5 squared minus 2.
That is unnecessary information. We will use it as a check:

1+7+8+7 = 23

and that is equal to 5 squared minus 2 since 5 squared is 25
and when we minus 2 from 25 we get 23.

So the year was 1787.

In Short, what happened that year:

The Constitution was written at the Philadelphia Convention.

In Depth:
The main purpose of the convention was to fix the many problems with the
Articles of Confederation. Some men like James Madison wanted to reform the new
government to a centralized form. The convention began on May 25, 1787 with
twelve states. They unanimously elected George Washington as President of the
Convention. For each State there was one vote. The people at the convention did
support a stronger national government.
