First factor one less than 22. 21 has factors of 3 and 7, hence 22 divided by 3 has a remainder of 1 and 22 divided by 7 has a remainder of 1. 3 plus 5 is 8 which is even. 7 plus 5 is 12 which is even.

Answer 3 or 7.
