Let x = second number (since this is at the end of the first sentence!)
x-6 = the other number (the first number)

Now, substitute into the sentence:
Twice the second number IS 40 more than 4 times the first number.
2( ) = 4*( ) + 40
2(x) = 4*(x-6) + 40
2x = 4x - 24 + 40
2x = 4x + 16

Subtract 4x from each side:
2x-4x =4x-4x+16
-2x=16

Divide both sides by -2:
x=-8 = second number
x-6= first number
-8-6=-14 = first number

Check: "Twice the second number is 40 more than 4 times the first."
2*-8=4*(-14)+40
-16=-56+40
-16=-16 It checks!!
