The number of ten-thousands contributes the most to the
value of the number, so we must choose the smallest digit 
2, for the ten-thousands digit.

The number of ten-thousands contributes the next most to the
value of the number, so we must choose the next smallest digit 
3, for the thousands digit.

etc.

So it just amounts to arranging the digits from smallest to largest
and getting

23,578.
