Solve using the principle of zero products.
(21 - 0.8x)(5 - 0.4x) = 0
-------------
21-0.8x = 0 or 5-0.4x = 0
---
21 = 0.8x or 5 = 0.4x
x = 21/0.8 or x = 5/0.4
---
x = 210/8 or x = 50/4
---
x = 105/4 or x = 12 1/2
---
x = 26 1/4 or x = 12 1/2
