Ok. Let's make a chart

0 _0+0+0=0
1 _1+0+0=1
2 _1+1+0=2
3 _1+1+1=3
4 _3+1+0=4
5 _3+1+1=5
6 _3+3+0=6
7 _3+3+1=7
8 _8+0+0=8
9 _3+3+3=9
10_8+1+1=10
11_8+0+3=11
12_8+3+1=12
13_IMPOSSIBLE
14_8+3+3=14
15_15+0+0=15
16_8+8+0=16
and so on...
So i see an impossible. So 13 points is the answer.
