We use the next smallest possible digit for the 1000s place, 2.
We use the next smallest possible digit for the 100s place, 3.
We would use the next smallest number, 4 for the 10's place, but
since there are only two left, and the number has to be even, we
must save the 4 for the ones digit. So that leaves only 9 for
the tens digit. The 4 has to be the ones digit.
