the answer would be 20%. this is because when you are trying to figure out the percent of a number you would take the number you are trying to find out the percent in which it goes into the other number in this case is 9 and you would divide it by 45 because that is how you find a percent.

so basically in order to honestly understand this problem you have to realize that 9/45 = the percentage 9 is of 45. now take (45/9)=5, now multiply both sides of the equation to get 45 = (9)*(5) . now think of both sides of the equation as being over the denominator of 1, so (45)/1 = (9/1)*(5/1) now divide each side of the equation by 5 to get (45/5) = 9 , then divide each side again by 45 to get (1/5) = (9/45) now since 9/45 gives you the percentage of 9 of 45, 1/5 will yield the same answer. if you multiply (1/5) by (2/2) you get (2/10) well its easy to see that (2/10) is 20%. there you go! :)
