the tens' digit = 2x, the ones' digit=x
2x-x = 3
x =3

so, the tens' digit is 3*2 = 6
the number is 63.

Let x = the tens digit
Let y = the ones digit

From the next sentence "The tens digit is 1 more than twice the ones digit" we can tell that the tens digit is bigger. So "The difference of the digits of a two digit number is 3" translates into the equation:
