The 1st digit must be 1,2 or 3. Any digit larger than 3,
when multiplied by 3, needs more than 1 digit.
3 times 1 is 1, so if the 1st digit is 1,
the number is 11, which is odd
3 times 2 is 6, so if the 1st number is 2,
the number is 26, which is even
3 times 3 is 9, so if the 1st number is 3,
the number is 39, which is odd
The only number that qualifies is 26
